Roger Farley:
How Does He Get Away With It?

Angry citizens level accusations of drug dealing, arms smuggling, arson, fraud, bribery and even murder to official federal & state charges of arson, bribery and fraud

   He's back!!!!

   One of Hickman County's most notorious "businessmen" is back in the news - this time for a $1.5 million bribery and fraud scheme against First Federal Bank headquartered in Dickson. He faces a possible sentence of 35 years in federal prison and a $1.25 million fine.

   The convicted thief and burglar runs, or has run, several businesses that federal authorities might want to look at as organized crime under the RICO statutes.

   He has been listed as the owner of the following:

  • check cashing business (Centerville Cash Advance, 1277 Highway 100, 931- 729-0735). Estimates show this company has an annual revenue of about $1,045,000 and has a staff of approximately 5 employees.

  • used car business (Centerville Auto Mart, 1171 Highway 100, 931-729-0064. Estimates show this company has an annual revenue of about $1,294,000 and has a staff of approximately 2 employees.) now out of business;

  • jewelry, gold and silver business, (Centerville Cash Advance,  277 Highway 100 Centerville - same as check cashing business), and

  • mortgage refinancing business.

   The feds might want to investigate whether his "businesses" are used to launder drug money and other organized crime funds.

  He and his henchmen have been tentatively linked to about a dozen cases of arson, including torching his own million-dollar home and the home he had before that - for insurance money.

   NewsChannel5 reported on August 10, 2009:

   "[Roger Farley] was indicted and charged with torching his own home then collecting the insurance money, and investigators are trying to link him to more fires.

   "Farley's facing felony arson charges for, according to investigators, burning his own house right outside Nunnelly, Tennessee to the ground 4 years ago.

   "Then just this past February Farley's million-dollar mansion on the same property burned to the ground.

   "His arrest record dates all the way back to 1991, with charges of burglary and theft. So far the State was only charging him in the older fire.

   " 'He burned his property. This was in 2005 so I can't be sure he was living there, but he owned it. He had it burned to collect the insurance money on the property,' said Hickman County Sheriff's detective Scott Smith.

   "Roger Farley owns a check cashing business. He once owned a car lot, even a mortgage lending company, sources told NewsChannel 5.

   "The 50-year-old has a September 8 court-date for the latest charges of arson and insurance fraud. He also has a court date in November on a charge of theft of copper.

   The lawyer who helped Farley pursue his fraudulent claim against State Farm Fire & Casualty Co.  was none other than Melanie Totty Cagle, with the Wallace Harville law firm. I'm well acquainted with Ms. Cagle, since she has accused me in writingt of being a deranged Russian assassin (that's another story you'll soon be reading here).

   I had no idea of his background when I entered his Highway 100 "jewelry business" to cash in some silver coins. It was hard, though, not to notice the big lit billboard he had telling the world what a close friend he was with Sheriff Randal Ward during the recent election campaign.

   Like a lot of other people around here, I got really ripped off by this character, but that's another story.

   Farley himself told me, some time before his arrest, that he was moving a lot of money through his jewelry business - buying as many as 25,000 silver dollars per transaction (at $18.50/ounce at the exchange rates at the time). Of course, he didn't know who I was when he was bragging, and I certainly didn't know his background.

  Now it's a free country, more or less, and we have what's called freedom of speech, so Farley broke no laws with his billboard, but I have to wonder why Sheriff Ward didn't disavow the fact that an alleged drug dealer and convicted burglar was going all out to support him. Did Farley contribute money to Ward's campaign?

   I've known Randal Ward and worked with him (not as part of his department). I find it hard to believe he could be in bed with the likes of Roger Farley. He should be putting him behind bars. In fact, it was Ward's Detective Scott Smith who arrested Farley on the arson and fraud charges in 2009.

   Of course, we've had some pretty rotten sheriffs in the past who got themselves into trouble with the TBI or other higher law enforcement, one for allegedly torching local businesses who refused to pay "protection money" to the local mob. He got a slap on the wrist and was told he couldn't run for office for the next 12 years. I'd just hate to think Ward might be one of them, and I have no reason to believe he is.

   Still, the question of whether there is or has been a relationship between Farley and Ward is a legitimate one, considering Farley's criminal record.

   Fortunately, Ward addressed the issue head-on earlier in the campaign, in a July 24th interview with NewsChannel5, saying:

   "I don't want him to support me. I've got him charged with a criminal offense. And, with election time and all, I feel like it's where it would pull votes from me."

   Videographer Bud Nelson approached a parked car, containing Farley himself and his wife, Carolyn.

   "Are you friends with the sheriff," Nelson asked Mr. Farley, the passenger in the vehicle.

   "I went to school with him," Farley replied.

   "You went to school with him? Would the sheriff consider you a friend of his," Bud Nelson asked. "Would you mind talking with us about this?"

   That's when the Farleys drove away, and eventually called Centerville Police on us. But officers agreed, we were not trespassing on the couple's business property.

   "Other agencies are looking at him at this time," Sheriff Ward admitted, regarding Farley, the man who's developed a notorious reputation in this part of middle Tennessee.

   As for the tongue-in-cheek, humorous approach by Farley?

   "I have to laugh at it," the sheriff said. "At first, it bothered me a great deal, I've had a lot of people come to me and say, 'Hey, we know what it's all about. Don't worry!' And I really appreciated that support from those people."

   The sheriff has a hunch that Farley is truly supporting one of his opponents, like Jerry Simmons, Dwight England, Tom Isbell, or Jeremy David. The race will be decided on election day, August 5."

   Local folks say you don't want to cross Farley. He's above the law, has bribed county officials and judges - at least that's the gist of a lot of comments from people who claim to have known him or been his victims, including some competitors in the auto business.

   Here are a few of those hundreds of comments published after his arson arrest in August  2009, with original spelling or grammar cleaned up - somewhat. Of course, I have no idea if these accusations are true and do not vouch for them, but reproduce them here to show what a great many people, present and former residents, think of Farley and the political system that has protected him.

   "Viewers really don't know how Mr. Farley and Hickman County courts are bad but there some good people there." - Columbia

   "Mr. Farley, you are finally getting nabbed for all the stuff you have done so all the people you have ripped off can sit back and be happy now all the dirty car deals you made and stick your nose in other car lots' business where it did not belong. I bet you wish you had listened to me back last November, that I would run my lot and you run yours and you putting people to do a lot of things. I believe in what you [do] will come back and haunt you, but I guess you are good friends with the judge. Maybe your court can be held somewhere in another town so you get time for your crime." - Columbia

   "Maybe they can link you with the death of Jeff Baker since you sold drugs to him." - Columbia

   "I am soooo glad this man got busted. I'm from the area. He has caused a lot of fires, ripped people off on cars, sold drugs to many, and kicked families out of their homes. My family trusted him to pay off our home and we pay him. As soon as he had the deed, he kicked us out on the street. We had nowhere to go. He showed no emotion for doing this even though we thought of him as a close friend. I hope they dig deeper and find lots more." - Franklin

   "Roger Farley has truly gotten what he deserves by being arrested, but the question is "will he actually do time?" or will he pay off the judge like he's done to many people here to get his way. He has sold drugs here, burned down homes and a business, stolen money from people, sold bad cars, kicked people out of their homes and has done so for many, many years. Don't think for a minute his wife is so innocent. Caroline Farley she is just as involved in it as he is. When will she get hers? Roger Farley has had his way mocking the law, doing as he pleases thinking he is above the law. Its amazing what you can do when you have money. Why do you think he has never been arrested in the past? He filled up everyone's pockets. Pretty sad that he has been free to walk the streets this long." - Nashville

   "The reality is that he has been selling drugs here, stealing, cheating people, and burning down houses freely for years. His wife CAROLINE FARLEY is just like him. I cant wait until she gets arrested and I get to see her picture on the news! I'm glad he has been arrested but it should have happened a long time ago if you know what i mean. Maybe there should be another investigation on why he wasn't arrested before." - Nashville

   "I've lived in the community for 20 years and have never seen a man and women as cruel as ROGER FARLEY and his wife CAROLYN FARLEY. Also I do believe Human Services should have checked into them a little more. I know in fact that they have been reported for child abuse also. May you and you wife get what you both deserve this time." - "Joseph"

   "If I didn't know better I would think Mr. Farley is Satan himself! Him and his wife, Caroline Farley, have terrorized people for far too long! I desperately hope that justice is served for ONCE! Him and his wife have gotten away with far too much in this county! They have always wanted to sit all pretty in a great big mansion home like they are these great, important people when all they are is plain white trash! I mean, come on! What goes around comes around! And Caroline Farley deserves to be right there in jail with the dirt bag. But I guess she got her some fake boobs and a nice wig out of the deal." - Dickson

   "I never thought I would see the day that this man would go down for all the terrible things he has done, not only to the people of Hickman Co. But also to his own children. I hope he gets everything he deserves. And as far as his wife is concerned she is as bad if not worse than him she deserves to be sitting right beside him. They are both the closest thing to SATAN that you will ever meet! I pray that he can not buy his way out this time."

   The day has come that so many Hickman Co people have been waiting for. Roger Farley has lied and stole from so many people. He has seemed to get away with all the crime for so long, maybe his luck has ran out this time. His wife is the same as him. They have abused there kids. Even stole from there parents. I hear Farley is now running around town bragging that he is now a movie star. When the day comes when he is sentenced he won't be a star but maybe the wrongfully done people from these evil people will have some justice. And if they do pay their way out of this one too, then he will meet his maker one day. God will deal with them. Maybe people will come forward and help police give them what they deserve." - Nashville

   "Amen! It is about time! He should have been in Jail a LONG time ago. I have known him since the late 80's. He was selling drugs then, and from what I hear is selling drugs now. He has been a crook all of his life. Has cheated many people in this county. He is a cold, heartless man. I have never met his wife. I wish I had never met him. But in a small town like this, everyone talks. I pray that this one time, the court in Hickman county will bring justice to this man! And maybe along the way, charge him with some more of the crimes that we all here know he is guilty of!!!!!    "Nobody mentioned yet that he was dealing in stolen firearms. Add all these things together with the fact that he was friends with a former detective from the sheriff department that would cover for him." - Augusta, GA

   "They also need to investigate why Carolyn Farley is out front trying to cover up. Oh well maybe she feels like a movie star living the classy lifestyle from lying, cheating, and stealing along with her ?????? Or maybe it is because Roger draws disability-Social Security and has for many years. What about that place that burned that used to be called Riverbend entertainment center. Well Guess he just thought he was a slick conning MILLIONARE. Lying, cheating, stealing, drug selling, burglar, and no telling what else." - Goodlettsville

   "Yeah... this guy has been cheating people for years! I knew when I heard about his house burning down that he was the one to set the fire. Heck, everyone in town knew it was him! All I gotta say is FINALLY justice will be served. Now if someone would just get hold of his swindling stepson!" - Lebanon

   "I have to disagree with you there. He does have 3 stepsons, but only 2 of them follow closely in their mom and step-father's footsteps. The youngest stepson is a well educated man who has done what he could to make a POSITIVE name for himself. He is not anything like the rest of them.

   "The business that was known as River Bend that burned to the ground just months after Farley and his wife bought it is now where their new mansion is sitting they had it ready to move in just days before the mansion they owned in Nunnelly burnt to the ground.    "Wow... nameless in Hickman County... way to contradict yourself. You post about how "cowardly" we are for not revealing our names, yet you don't reveal yours. Also... who in their right mind would post their full name and address on a thread purely about someone who is known TO BURN DOWN HOUSES? I don't know about anyone else, but I'll tell you right now: MY NAME IS ASHLEY! That's all you're getting, and even that's more than you need. You can tell by looking at the different ways people type that not all of these were left by the same person. And you think that we don't know you left the last 2 comments yourself, 8 minutes apart.    "First of all, let me say that most of us in Hickman County are not illiterate as it appears from a few of the previous comments. I agree that it's way past time Farley was arrested. Let's just hope he's convicted and actually does prison time. If we have any hope of that happening, he must go to trial before the next county election. Don't you Hickman County folks remember that Dwight England, one of Farley's cronies (the detective mentioned in a previous comment) is running for sheriff again next term?    "How much money would you give the sheriff now, to be re elected, if you knew that child molesters were allowed to work at the rescue squad bldg, have sex with their girlfriends while it was being videoed by web-cam, but your sheriff swept it under the rug, and told the tax payers of Hickman County that the "MOLESTERS" SAVED THE COUNTY $10000000000SSS of dollars, then got caught taking one of the MOLESTERS to eat at Shoney's, THAT WAS ON TV. They are starting another business and I asked her if she was raised here she told me no but she has family that is here and she still has customers here. She talked good about the people she sold to, but she said came from a poor family so she tried to help when she could. I told her about this page and she said she never been around Farley, but she said some of the car dealers that went to the car auction have asked her about him. She told them they have moved their car lot to Pulaski and she told me to tell everyone in Centerville hi and she has been real busy. She named a lot of people who was not family, but she said they were like family when they pull up on the lot." - Columbia

   "Didn't Farley take Jeff Baker's trailers over when he died, Farley thought he could buy his way out of everything. He's going to get what he deserves, makes you wonder if he wasn't in on the scam Jeff Baker had going on about the trailers he was selling." - Franklin

   "Jeff Baker owned Tennessee Home on 100 Hwy (early 2000-2006?). He died early, too early. Farley was a real crook also, always a crook, will always [be] until something happens." - Franklin

   "First of all I would like to ask one question? Why are there people on here accusing the Sheriff's Department of "taking money" from Roger Farley. That makes absolutely no sense because it was the Sheriff's Department that indicted him and arrested him. Seems to me that if I have someone on my payroll, they wouldn't be arresting me or conducting investigations into my activities. After all, what would I be paying them for.
   "So that statement that was made about the Sheriff's department was the most asinine statement I have ever heard. Seems to me that the Sheriff's Department, under Randal Ward, did their job and did one hell of a good one at that putting this con artist away. Another thing I would like to point out, I am embarrassed to even admit that I live here due to some people's inability to spell common words and form complete sentences. I think the real crime here seems to be the public school system and their inability to teach basic grammar.

   Even the "child abuse" charges someone brought up are made up, their youngest son is actually very well taken care of and even better than one would expect with all his special needs. I bet none of you Haters would take care of Him!!!! I bet nobody is talking about the vandalism that happened before the fire or how they didn't get any money. Or no one is talking about how they take care of their grandchildren or the elderly neighbor who is neglected by her own family. No, of course not, you're too busy condemning someone you don't know because of rumors and hearsay!

   A lot of these same folks say you can end up burned out or dead by drawing attention to Farley and his mob. I'm sure there's a lot of people here who have no clue what they're talking about - but if even half of them do, then maybe the U.S. attorney, TBI, FBI or even Randal Ward (if he's a good lawman) better start looking into two cold case murders, as many as a dozen arsons, drug dealing, crooked judges and lawyers, arms smuggling and some crooked lawmen - and not just in Centerville.

   Even this time, with the serious charges against him and his notorious background, he walks off without paying a penny in bond, according to NewsChannel5. I'm sure that makes Jerry Martin, U.S. attorney for the middle district of Tennessee, real happy. (Brad Martin reported in the Hickman County Times that he posted a $100,000 bond before U.S. District Court Judge John S. Bryant.

   NewsChannel5's Brent Frazier reported September 2:

   "Farley's name has become synonymous with sinister in his native Hickman County, where many were said to be in tears this week as news of Farley's federal indictment and arrest spread. Farley was charged, two years ago, in the arson fires of two of his own residences; one of them a mansion in the remotest part of the county, said to be worth more than $1 million.

   "Collecting the insurance money was reportedly Farley's motive. Farley is also being linked to as many as five other fires, including at a nightclub he once owned, named "Big River." That club was located on Whitson Bend Road, off Upper Council Bend Road, in rural Hickman County.

   "Farley is wrapping up construction on his latest mansion, reportedly worth $330,000, on the same road, in the same spot where that nightclub once stood.

   "More arrests and charges are possible, as this investigation continues to unravel. Farley was released from federal detention this week on his "own recognizance." In other words, he did not have to post a dime toward bond."

   Who is protecting this guy - and how high up does it go? Maybe that's where Martin ought to start looking next.

   NewsChannel5's Brent Frazier described Farley as "a man who's come to be downright hated" in Hickman County.

   According to a 15-count, federal indictment Farley managed to draw hundreds of thousands of dollars out of the First Federal Bank, in Centerville, in a bogus manner in a time frame of February 2007 through August 2007. And he did it, according to investigators, with the help of two other men; one of them an insider at the bank.

   Charles Mikan Harris, a Nashville businessman; and Jarrod Jordan, a loan officer at First Federal Bank in Centerville, are also named as accomplices in the indictment. One of the heftier loans, according to the report, reached $150,000, and reportedly netted Jarrod Jordan a take-home bonus of $3,000 to $5,000 for his help from the inside.

   One of the larger loans, according to the indictment, even went to suspect Charles Mikan Harris himself. The payoff? $70,000, according to an affidavit.
